Eligibility
From the tender documents, a bidder must meet the following eligibility
requirements:
1. Basic Eligibility – Experience & Registration
- At least 3
years of past experience in providing similar manpower services.
- The firm must not
be blacklisted by any government department (affidavit required).
- Must have GST
registration, EPF, ESI, and related statutory
registrations.
- Must upload PF
challans and ESI challans for last 6 months.
- Must possess Labour
License (1962 & 1970).
- Must provide ISO
certifications (9001:2015, 45001:2018, 27001:2022).
- Must upload GST,
PAN, Aadhaar, and last 3 years ITR.
- Must have
office presence in Uttar Pradesh (geographical requirement).
2. Fees
EMD (Earnest Money Deposit)

bid: EMD is NOT required.
However, in the school-issued ATC document:
- Service
provider must deposit 1% of the total bid amount as earnest money.
- No exemption
for EMD for any bidder.
3. Contract Period
- As per GeM
