Issuing Authority: Zilla Parishad, Puri Panchayati Raj & Drinking Water Department, Government of Odisha The tender invites Expression of Interest (EOI) and subsequent bids from Odisha-based, CAG-empanelled Chartered Accountant firms to conduct external/statutory audits of Gram Panchayat Level Federations (GPLFs) under the Odisha Livelihoods Mission (OLM). 1. Eligibility Criteria (Key) • Firm must be CAG empanelled (FY 2023–24). • Minimum 5 years’ experience in government/statutory/internal audits. • Average annual turnover of ₹20 lakh or more (last 3 years). • Minimum staffing: o At least 2 FCA partners (5+ years PQE) o Semi-qualified CAs and audit assistants as prescribed • Firm or partners must not be blacklisted. • Firms already auditing OLM at SMMU level are not eligible. 2. Important Financial Details • Tender document fee: ₹1,000 (non-refundable) • EMD/Security Deposit: ₹50,000 (refundable) • Minimum indicative audit fee: ₹2,000 per GPLF per financial year • Prices quoted must be inclusive of all taxes & transportation 3. Coverage & Volume • District: Puri • Blocks: 11 • GPLFs to be audited: 265 GPLFs (plus limited CoEs where applicable) 4. Scope of Work • Conduct GPLF audits in Puri district under DAY-NRLM. • Verify: o Financial statements (Receipts & Payments, Income & Expenditure, Balance Sheet, BRS, SoE) o Utilization of grants (CIF, Livelihoods Fund, Start-up Fund, etc.) o Governance processes, internal controls, loan disbursement & recovery o Compliance with procurement and OLM guidelines • Prepare individual GPLF audit reports, management letters, and checklists. • Report frauds, misappropriation, or deviations immediately to authorities.
