BIADA invites
proposals from eligible Chartered Accountant (CA) firms for appointment as Concurrent
Auditor to conduct concurrent audits of BIADA’s Head Office and its industrial
clusters.
1. Eligibility Criteria (Major Requirements)
The bidder must:
- Be a registered
CA firm in India with valid GST, PAN, etc.
- Have minimum
10 years of experience in audit services.
- Have completed at
least 3 similar assignments in the last 3 financial years.
- Be empanelled
with C&AG.
- Have minimum
manpower of:
- 5
qualified professionals
(CA/CMA/MBA-Finance)
- 20 audit
staff
- Have average
annual turnover of ₹200 lakh in the last 3 years.
- Not be
blacklisted by any Government/PSU.
- Preferably have
an office in Bihar (or nearby states).
- Have no
conflict of interest with BIADA.
2. Bid Structure & Fees
- Bid
Processing Fee: ₹1,180
(₹1,000 + GST) – non-refundable
- EMD: ₹50,000 (exempted for MSME firms with
valid registration)
- Performance
Security: 5% of total
quoted contract value
- Bid Type: Technical Bid + Financial Bid (lump-sum,
inclusive of GST)
3. Selection Method
- Technical
qualification first
- Only
technically qualified bidders’ financial bids will be opened
- Selection based
on lowest evaluated lump-sum financial quote among qualified
bidders.
4. Contract Duration
- Initial
period: Financial Years 2026–27
and 2027–28 (24 months)
- Extension: Extendable up to additional 24 months
(in two phases of 12 months each), subject to performance and BIADA’s
discretion.
