1. Eligibility Criteria 

The bidder must:

  • Be a practicing CA / CA firm registered with ICAI, with minimum 10 years of practice.
  • Have average annual turnover ≥ ₹50 lakh (last 3 financial years).
  • Have experience in minimum 3 government/ULB/PSU projects, meeting prescribed project value criteria (including mandatory experience in Madhya Pradesh).
  • Have minimum 3–5 FCA professionals on full-time rolls.
  • Have a registered office in Indore (or undertake to open one within 30 days of LOA).
  • Not be blacklisted by any Government/PSU/ULB.

2. Bid Fees & Securities

  • Tender Fee: ₹5,000 (online)
  • EMD: ₹10,000 (online)
  • Performance Security: Amount equal to 3 times the quarterly fee quoted

3. Contract Duration & Fees

  • Initial Contract Period: 3 years
  • Extension: Up to 2 additional years, subject to requirement and performance
  • Fee Escalation: 5% increase per annum
  • Estimated Consultancy Fee: ₹25,000 per project per quarter
  • Selection Method: Least Cost Selection (LCS) – lowest quoted quarterly fee

5. Scope of Work (Key Responsibilities)

The selected CA/firm will:

  • Register and renew PMAY real estate projects under RERA.
  • Prepare and file quarterly RERA compliance reports (financial & physical).
  • Coordinate with architects/engineers for statutory certifications.
  • Prepare CA certificates, yearly RERA audit reports, and RERA account audits.
  • Respond to RERA notices, represent IMC before RERA Authority.
  • Update and maintain RERA records on the portal.
  • Provide advisory support on RERA-related statutory compliance for ongoing and future projects.
