with ICAI under Category II / III / IV for State of
Meghalaya
- Must not
be current or recent (last 2 years) auditors of RBI / DICGC / NHB
- No disciplinary
action by ICAI / NFRA / QRB
- Must deploy 1
Chartered Accountant + 1 skilled staff (CA Inter Group II or IPCC
qualified)
Remuneration
- Minimum
monthly fee: ₹47,200
(inclusive of all costs & GST)
- Bids quoting below
minimum fee will be rejected
- Payment
monthly; no escalation during contract/renewal period
Contract Period
- Initial
term: 01 February 2026 to
30 September 2026
- Extension: Up to 2 additional years (1 year
at a time), subject to satisfactory performance
Scope of Work
Appointment of a Concurrent Auditor to conduct concurrent
audit of all departments of RBI, Shillong, including:
- 100%
verification of financial transactions & vouchers
- Compliance with
RBI systems, procedures, and expenditure rules
- Statutory &
regulatory compliance (GST, Income Tax, TDS, Professional Tax, etc.)
- Filing of GST
& Income Tax returns of RBI
- Monthly audit
reports, certification, and compliance tracking
- Identification
and reporting of irregularities, frauds, and control weaknesses
Evaluation Method
- Technical +
Financial score combined (70:30 ratio)
- Top 5
technically qualified bidders considered for financial bid
- Highest
combined score wins (not necessarily lowest bid)
