Tender for engagement of Tax Consultant Firm of the National Council of Science Museums for FY 2025-26 and subsequently two year subject to fulfillment of satisfactorily report

1. Period of Engagement

Initial engagement for Financial Year 2025–26

Extendable up to two additional years

Extension subject to:

Satisfactory performance

Annual review by NCSM

No automatic right to extension

2. Scope of Work (Key Responsibilities)

Handling all Income Tax–related matters of NCSM and its units

Compliance activities:

Filing of quarterly TDS returns (Form 24Q & 26Q)

Generation of Form 16 and Form 16A

Filing of annual Income Tax returns

Tax computation and advisory:

Income-tax computation for employees and pensioners

Day-to-day advisory on tax laws and procedures

Statutory representations:

Appearance before Income Tax Authorities

Replying to notices, assessments, and rectifications

Exemptions and registrations:

Filing and follow-up for exemptions under sections 10(46), 10(23C), 12A, 35, 80G

Compliance monitoring:

Corrections and revisions of returns

PAN/GST validation issues

Other obligations:

Monthly visits (minimum) to NCSM office

Liaison for income-tax refunds

Review and improvement of existing tax compliance processes

Handling prior-period and incidental tax matters

3. Eligibility Criteria

The bidder must be:

A Chartered Accountant firm

A single legal entity (Company / Partnership / LLP)

Experience requirements:

Minimum 7 years’ experience in providing similar tax services

Prior experience with Government organizations preferred

Location requirement:

Must have an active office or branch in Kolkata

Statutory registrations:

ICAI registration with valid Certificate of Practice

GST registration

Compliance declaration:

Must not be blacklisted by any Central/State Government organization

No litigation with Government departments for similar services

4. Bid Structure and Submission

Two sealed envelopes required:

Technical Bid (Annexure I to III)

Financial Bid (Annexure IV only)

Submission mode:

Physical submission (by hand or speed post)

Submission address:

Sr. Controller (Finance & Accounts), NCSM, Kolkata

Last date of submission: 13 January 2026 up to 6:00 PM

Date of bid opening: 15 January 2026 at 11:30 AM (tentative)

5. Earnest Money Deposit (EMD)

Amount: ₹6,250 (interest-free)

Mode of payment:

Demand Draft or

Online bank transfer to NCSM account

Mandatory condition:

Bid without EMD will be summarily rejected

6. Financial Bid Conditions

Quote to be given as:

Single lump-sum monthly fee

Pricing rules:

No item-wise breakup allowed

Rates must remain fixed for three years

Evaluation:

Lowest quoted bidder will be treated as L-1

In case of tie:

Higher relevant experience

Higher turnover

Rates must be:

Inclusive of all charges and statutory levies

Taxes reimbursable only as per rules and proof

7. Payment Terms

Payments to be released:

Quarterly, after satisfactory performance

Conditions:

Submission of bills in triplicate

Certification by NCSM

Statutory deductions:

TDS as per Income-tax Act

8. Security Deposit

Performance Security: 5% of total contract value

To be submitted within 7 days of award

Refundable after satisfactory completion

Liable to forfeiture in case of default or non-performance

9. Evaluation and Award Process

Technical bids evaluated first

Only technically qualified bidders’ financial bids will be opened

NCSM reserves the right to:

Accept or reject any or all bids

Negotiate with the L-1 bidder

Cancel the tender without assigning reasons

10. Termination and Risk Clauses

Contract may be terminated:

For non-performance or breach of conditions

At NCSM’s convenience with prior notice

No outsourcing permitted

Confidentiality and data security obligations mandatory

Arbitration jurisdiction: Kolkata

Governing law: Laws of India
