Only experienced CA firms meeting all conditions:

·         Head office or branch in Bhubaneswar

·         Minimum 10 years of practice

·         Minimum 2 partners based in Bhubaneswar

·         C&AG empanelled

·         At least 3 Ind AS-audited companies in last 5 years

·         At least 1 completed Ind AS implementation

·         Minimum ₹1 crore average turnover (last 3 years)

·         Minimum 10 professional staff in Bhubaneswar

·         Experience in PSU audits

Financial & Commercial Terms

·         Minimum bid value: ₹7.50 Lakhs (excluding GST)

·         Bid fee: ₹10,000 + 18% GST (non-refundable)

·         Payment terms:

o    80% after Board approval of Ind AS accounts

o    20% after completion of statutory audit

·         TA/DA: Not payable separately

·         Project duration: Maximum 45 days

 
Selection Method

·         L1 (Lowest Cost) basis

·         If multiple L1 bidders → preference to firms with State PSU / construction sector Ind AS experience

·         Preference to firms with Odisha State PSU experience
