Telecom Regulatory Authority Of India inviting for invitation of expression of interest for empanelment of auditors to carry out audit of digital addressable systems
1. What this tender is about (in simple words)
This is an Expression of Interest (EoI) issued by TRAI to
empanel audit firms who will audit Digital Addressable Systems (DAS) used by TV
distribution companies (DTH, MSOs, HITS, IPTV, etc.).
If empanelled,
your firm becomes eligible to conduct DAS audits for service providers across
India.
Only audit firms registered with ICAI, including:
Company
LLP
Partnership firm
Proprietorship firm
3. Key eligibility conditions (must-have)
Financial
Average annual turnover ≥ ₹50 lakh in the last 2
financial years
4. Experience (minimum
1 year, from 2020 onwards)
Either:
DAS audit (SMS/CAS – technical or subscription), OR
IT/system audits like billing, metering, prepaid
charging, banking IT systems
Normal
statutory/internal audits do NOT count
5. Manpower
At least 3 full-time professionals
Minimum 1 must be CA / CS / Cost Accountant
Must also have technical audit expertise in DAS
Independence
No link (direct/indirect) with:
Broadcasters
DPOs
CAS/SMS/EPG vendors
No employment in broadcasting/distribution companies in
the last 1 year
Clean record
No blacklisting
No criminal misconduct
Based on number of DAS audits done in last 5 years +
current year:

Conduct audits strictly as per TRAI Audit Manual &
Regulations
Submit audit reports to:
Service provider
TRAI (periodic reporting)
No subcontracting
No consecutive audit of same DPO for more than 3 years
Depending on severity:
Warning
Fine up to ₹1 lakh per audit
Downgrade of category
Removal from panel
Forfeiture of PBG
Blacklisting up to 2 years
Total: 100 points
You need 50+ points to qualify
Scoring is based on:
Years in operation
Turnover
Relevant audit experience
Trained/experienced professionals
Branch offices (Delhi, Mumbai, Chennai, Kolkata, etc.)
