Co-operative Act, 1960
100% vouching
Reporting of any irregularities or fraud (special
report without extra fees)
2. Contract duration
1 year only
From issue of Letter of Award / Work Order

3. Selection method (how winner is chosen)
Two-bid system:
Technical Bid
Financial Bid
Least Cost Based Selection (L1)
Only technically qualified bidders’ financial bids
are opened.
Lowest valid quote (L1) wins.
If two bids are equal:
Bidder with higher turnover is selected.
4. Audit fees (very important)
Minimum fee: ₹30,000 + taxes
Maximum fee: ₹3,00,000 + taxes
If you quote below ₹30,000, your bid is rejected
outright.
Fees must include:
Travel
Lodging
Boarding
All field visits to marts
No reimbursement of TA/DA separately.
5. Eligibility criteria (must satisfy all)
Firm requirements
Chartered Accountant firm
Empanelled with Registrar Co-operative Societies,
Chhattisgarh
Head office or branch office in Raipur district
Minimum 5 years’ experience as Statutory Auditor
Financial strength
Average annual receipts ₹50 lakh or more in last 3
financial years
Experience
At least 2 statutory audits of:
Government department / PSU / Co-operative /
Govt-controlled entity
Each auditee should have ₹300 crore+ annual
turnover
Experience must be within last 5 financial years
(FY 2020-21 to 2024-25)
If any of the above is missing, the bid is
rejected.
6. Cost and security deposits
Tender fee: ₹1,000 + 18% GST (online)
EMD: ₹25,000 (online)
Performance Security: ₹25,000
(submitted after selection)
Failure to submit performance security:
LOA cancelled
EMD forfeited
Possible blacklisting up to 3 years
7. Scope of work (what you actually do)
Statutory audit as per Co-operative Act
Audit at:
State office
All six marts
Verify:
Accounts, vouchers, bank reconciliations
Compliance with Registrar’s rules
Submit:
Statutory Audit Report
Special audit report for fraud/irregularity if
found
Submit 5 hard copies of final audit report
8. Payment terms
No advance payment
Payment released only after:
Completion of audit
Acceptance of report by CGMFPFED
