consulting firm for internal audit & pfms support under jal jeevan mission
program in the state of maharashtra through state water and sanitation mission
1. What this tender is about
SWSM wants to appoint one consulting CA firm
to provide:
Internal Audit services, and
PFMS / SNA-SPARSH implementation & support
for the Jal Jeevan Mission across Maharashtra.
The work covers state office + district and
agency offices handling JJM funds.
2. Contract duration
2 years
Performance-based continuation
No automatic extension beyond the stated period
3. Nature and scale of work
This is a large, state-level assignment, not
a routine audit.
Coverage includes:
112 accounting centres:
State office
34 Zilla Parishads
36 Maharashtra Jeevan Pradhikaran offices
41 GSDA offices
Monitoring fund flow, expenditure, controls, and
compliance
Supporting PFMS and SNA-SPARSH systems
Reporting to State Mission Directorate
4. Eligibility – who can apply (very strict)
Only large, experienced CA firms can
qualify.
Mandatory conditions
You must meet all of these:
CA firm registered with ICAI
Empanelled with C&AG for major audits (FY 2024-25 & 2025-26)
Minimum 5 full-time FCA partners as on
01-01-2025
Average annual turnover ₹3 crore (₹300 lakh)
in last 3 years
Valid GST registration
Experience requirements
Audit experience of Centrally Sponsored Schemes
Large assignments covering minimum 20 districts
Experience value thresholds:
3 works ≥ 40% of estimated cost, or
2 works ≥ 50%, or
1 work ≥ 80%
PFMS experience in Maharashtra is compulsory
State-level PFMS audits worth ₹50 lakh+ per
assignment
Local presence
Head office or branch in Mumbai / Thane / Navi
Mumbai
Office headed by FCA partners associated with firm
for 5+ years
Language
Team must be proficient in Marathi
(undertaking on stamp paper)
5. Bid cost and securities
Tender document fee: ₹20,000
EMD: ₹2,00,000
Performance Security: 5% of contract value
Bid validity: 120 days

Technical score: 80%
Financial score: 20%
Minimum 80 marks out of 100 in technical
evaluation required
Financial bids of technically failed bidders are
not opened

7. Minimum pricing rule (very important)
Minimum professional fee benchmarked by ICAI
Minimum quote required:
₹124.50 lakh per year (inclusive of GST)
Any bid below this amount is rejected outright.
