Appointment of Chartered Accountant firm(s) to perform:

Internal Audit (half-yearly)
 Pre-Audit of bills (daily)

for:

• GMERS Head Office
• Medical Colleges
• Hospitals
• Total: 28 locations across Gujarat

 2.Contract Period

Internal Audit

01 April 2025 — 31 March 2028

Pre-Audit

01 April 2026 — 31 March 2029

 3. Eligibility (Who Can Apply)

Only Category-I Chartered Accountant firms (Govt. of Gujarat classification)

ICAI registration ≥ 15 years
 Average audit income > ₹50 lakh (last 3 years)
 Minimum 5 full-time CAs (including ≥ 3 FCAs)
 FCA partners associated ≥ 5 years
 Office in Gujarat (or 2 branches in Gujarat)
 Experience of at least 2 government audits
Sector experience in Education/Health
 C&AG empanelment (last 3 years)
 Not blacklisted / no disciplinary cases

4. Earnest Money Deposit (EMD)

Two values appear (depending on section):

Zone-1 example: ₹1,48,680 (3% of estimated value)
 Tender terms mention: ₹1,00,000 (DD/Pay Order)

EMD required with technical bid; without it, bid is rejected.

 5.Audit Fees (Commercial Terms)

Fee Structure

• Quoted per zone per year
• All expenses included (travel, staff, etc.)
• GST paid extra
• Price validity: 90 days

Payment Terms (Half-Yearly)

After audit completion:

• 40% after first half report
• 10% after 6–8 weeks
• 40% after second half report
• 10% after 6–8 weeks

 6.Scope of Work (What you actually do)

Internal Audit (Half-Yearly)

Audit of:

• Accounts & financial records
• Bank reconciliation
• Cash & receipts/payments
• Procurement & expenditure
• Fixed assets & inventory
• Statutory compliance (GST, PF, etc.)
• Government scheme utilization
• Internal controls

 Pre-Audit (Daily)

Pre-check all bills > ₹40,000 before payment

Includes:

Bill verification vs contract
 Check deductions (TDS, GST, etc.)
 Arithmetic accuracy
 Contract compliance
Certify bill before payment
Report irregularities to CEO

No payment above ₹40,000 without your certification

 Minimum Visit Requirements (Important)

For Pre-Audit

At least 2 visits per week per location
 Minimum one CA posted at each location
 Must be available on call
 Maintain attendance register
