Main Work:

Appointment of Chartered Accountant Firm for:

• Bookkeeping
• Double-entry accounting
• Tally accounting
• Financial reporting
• GST/TDS/Income Tax compliance
• Audit support
• Internal control systems
• Budgeting
• Cash flow management
• Vendor reconciliation
• Fixed asset accounting
• Fraud detection

Work Volume:

Approx 30,000 vouchers annually

Period Covered:

FY 2026–27 to FY 2028–29

2. Eligibility Criteria

Firm must have:

Experience

Minimum 5 accounting/bookkeeping assignments for:

• State Government
• Central Government
• Local Authority
• Government Company

(in last 5 years)

Revenue Requirement

Minimum ₹50 lakh income each year for last 5 years
(Non-audit income)

Firm Age

Minimum 15 years ICAI registration

Team Strength

Minimum 5 Chartered Accountants

Out of them:

Minimum 3 full-time partners

Office Requirement

Head office OR 2 branch offices in Gujarat

One full-fledged office in Ahmedabad/Gandhinagar

CAG Requirement

CAG empanelled (Category-1)

Peer Review

ICAI Peer Review certificate

GST Registration

Staff Requirement

Minimum 10 audit staff

3. Firm Requirement

Deployment mandatory:

• 2 full-time accounting staff at GMSCL office
• Graduate minimum qualification
• Minimum 3 years accounting experience

Plus:

• 1 Chartered Accountant Team Leader
• Weekly physical visit mandatory

Mandatory:

Firm should have presence in Gujarat.
