1. Nature of Work

Tender purpose:

Outsourcing CA/ICWA firm for Revenue Audit + System & Expenditure Audit

Scope includes:

Revenue Audit

• Consumer billing audit
• Recovery audit

• Billing irregularity checking

System Audit

• Internal controls
• Process compliance
• Operational systems review

Expenditure Audit

• Expense verification
• Procurement scrutiny
• Financial compliance

Fraud Detection

• Revenue loss identification
• Control weakness detection
• Error/fraud prevention

Coverage:

• 475 distribution centres
• 151 expenditure audit offices
• Total 626 offices

Audit period:
FY 2025–26

2. Eligibility Criteria

Firm must be:

CA firm / ICWA firm

Registered with:

• ICAI / ICWAI
• CAG empanelment

Firm age:
Minimum 10 years

Partners:
Minimum 5 partners

Out of which:
Minimum 3 FCA/FCMA

Turnover:
Minimum ₹50 lakh average (FY 2022-23 to 2024-25)

Experience:
Electricity distribution audit preferred

Restriction:
If previous MPPKVVCL audit remains incomplete → disqualified

3. Firm Requirement

Audit team must include:

• 1 Audit Officer (CA/ICWA)
• Minimum 2 Audit Assistants

Audit Officer experience:
Minimum 2 years

Audit Assistant:
Minimum 1 year experience

Team Leader:
Must be FCA / FCWA

Firm can bid:
Maximum 2 groups
