1. Nature of Work
- Appointment
of a Chartered Accountant Firm for:
- Accrual
Based Double Entry Accounting System (ABDEAS)
- Preparation
of Annual Financial Statements
- GST
& Income Tax (TDS) compliance
- Budgeting,
MIS reporting, and financial advisory
- Includes:
- Accounting
entries, ledger maintenance, bank reconciliation
- Trial
balance (quarterly) and financial statements
- Fixed
asset accounting, depreciation, grant accounting
- Filing
of GST returns, TDS returns, Form 16/16A
- Support
in EPF, NPS, and compliance matters
- Training
and handholding of municipal staff
2. Eligibility Criteria
Minimum mandatory conditions:
- CA
Firm registered with ICAI with ≥ 10 years existence
- Head
office in Madhya Pradesh
- GST
registered & PAN holder
- C&AG
empanelled firm
- Minimum
2 full-time partners
- At
least:
- 1
DISA qualified partner
- 1
Public Finance & Govt Accounting qualified partner
- Experience:
- Work
in minimum 7 ULBs (Municipal accounting)
- Govt/PSU/ULB
experience
- Financial:
- Average
turnover ≥ ₹20 lakhs (last 3 years)
- Not
blacklisted / no disciplinary proceedings
