1. NATURE OF WORK

Selection of an Independent Engineer & Auditor (IE&A) to oversee, supervise, monitor and audit the Operation & Maintenance (O&M) of a 50,000 MT food grain silo at Katihar Two, Bihar, developed under DBFOT (Design, Build, Finance, Own & Transfer) basis. Responsibilities include:

• Monitoring operation and maintenance of silo facilities
• Technical supervision and compliance checking
• Financial analysis and auditing
• Contract management support
• Verification of concessionaire obligations
• Periodic reporting to FCI

2. ELIGIBILITY CRITERIA

A. Firm Eligibility

Bidder must:

• Be a Consultant Firm with registered establishment in India
• Possess:
• PAN
• GST Registration
• Have completed minimum 3 Eligible Assignments during:
• FY 2020-21
• FY 2021-22
• FY 2022-23
• FY 2023-24
• FY 2024-25

B. Financial Eligibility

Minimum professional consultancy income:

• ₹1 Crore per year
• For each of the last 3 years:
• FY 2022-23
• FY 2023-24
• FY 2024-25

3. FIRM REQUIREMENT

Firm must demonstrate:

Eligible Assignments

Either:

Warehousing/Storage Projects

• Minimum project cost: ₹30 Crore/project

OR

Infrastructure Projects

• Minimum project cost: ₹50 Crore/project

Each assignment should have generated:

• Professional fee ≥ ₹20 lakh

Required documents:

• Work orders
• Completion certificates
• Affidavit
• Audited balance sheets
• Key personnel CVs
• Educational and experience certificates

4. ADVANCE REQUIREMENT

No mobilization or advance payment is mentioned.

Financial commitments before participation:

• Tender Processing Fee: ₹5,900
• EMD: ₹49,500

MSE/MSME firms are exempt from EMD if prescribed documents are submitted.

5. LOCATION REQUIREMENT

Estimated project cost:

₹33 Crore

6. CONTRACT DETAILS

Contract duration:

• Initial: 3 years
• Extendable: Additional 3 years at FCI discretion

Bid validity:

• 120 days
• Extendable by 60 days

Security Deposit:

• 3% of Contract Value
• To be submitted within 15 working days of Acceptance Letter

7. FINANCIAL DETAILS

Payment structure:

• Quarterly payments
• 12 installments over O&M period
• Each quarter approximately 8.33% of accepted bid amount

8. DECODE THE TENDER

This tender is not for construction of the silo.

FCI already has/will have a silo project under DBFOT. They need a consultancy/supervision firm to act as a third-party Independent Engineer & Auditor.

The selected company must:

1. Monitor and supervise silo operations
2. Audit technical and financial activities
3. Ensure contractor compliance
4. Submit reports to FCI
5. Deploy qualified experts
6. Work for 3 years (extendable to 6 years)
