District Panchayat Inviting For  Financial Audit Services, Audit Report, CA Firm

Nature of Work

• Concurrent and continuous statutory audit of DRDA schemes and implementing agencies.
• Audit of DRDA, Taluka/Panchayat, NGOs, PIAs and released funds.
• Verification of vouchers, cash books, ledgers, bank reconciliation, statutory deductions, registers, payments, PFMS/FTO transactions, etc.
• Scheme-wise and consolidated audit reports to be submitted.
• Audit staff must regularly visit DRDA and Block offices.

Eligibility Criteria

• Pre-auditor of a district is not eligible for statutory audit of the same district.
• Eligible applicants: CA Partnership Firms or Individual CAs with registered office in Gujarat.
• Must have gross professional receipts of ₹10 lakh per annum for the last 3 years (minimum ₹30 lakh total across 3 years).

Firm Requirement

• Firm should deploy qualified personnel (minimum Inter-CA/CA with at least 1 year audit experience and computer knowledge).
• Details of partners, paid CAs, staff, PF/PT records, turnover, government audit experience, and work orders are required.
• Required documents include:
• Partnership deed
• ICAI registration proof
• Last 3 years audited financials
• PT/PF/GST returns
• Government work experience documents
• Blacklisting declaration

Advance Requirement

• No advance payment provision mentioned.
• Fees paid annually only after completion of audit work and submission within timelines.

Location Requirement

• Registered office of CA firm must be in Gujarat.
• Assignment is for DRDA Kachchh:
• Address: 1st Floor, Seva Sadan, Mundra Road, Bhuj-Kachchh
• District consists of 10 Talukas and 16 Project Implementing Agencies.

Contract Details

• Initial contract period: 1 year.
• Extension possible up to maximum 3 years based on satisfactory performance and Chairman DRDA approval.
• Either party can terminate with one month's notice.
• Client can terminate immediately under penalty conditions/non-performance.
