1.Nature of Work

The selected Chartered Accountant firm will perform statutory audit work for the SAMRAS scheme and related funds.

Main responsibilities:

• Conduct separate statutory audits for:
• Material
• Admin
• CFP
• 100% State-funded schemes
• Prepare:
• Income & Expenditure statements
• Balance Sheets
• Audit Reports
• Utilization Certificates (UTC)
• Consolidate district audit reports into a state-level integrated report.
• Verify:
• Grants released to districts
• District expenditure and closing balances
• Scheme implementation as per rules and guidelines
• Financial propriety
• Conduct:
• Test audit of any 2 Samras institutions
• Physical verification of bills for June, October and March
• File Income Tax return before 30/09/2026
• Submit 5 signed and stamped original audit reports
• Audit report submission deadline:
• 31/08/2026

2. CAG empanelment certificate
3. Partnership deed (notarized)
4. GST certificate
5. PAN card
6. Income Tax Returns (3 years)
7. Turnover proof for:
• FY 2022–23
• FY 2023–24
• FY 2024–25
8. Partner and CA employee details
9. Audit experience documents:
• Appointment letters
• Work orders
• Audit reports
10. Affidavit and declarations

4.Advance Requirement

No advance payment provision is mentioned.

Instead:

• Payment will be released by GSCS after work.
• Applicable taxes/TDS will be deducted.
• No additional reimbursement for:
• Travel
• Boarding
• Conveyance
• Miscellaneous expenses

The bidder must quote a single lump-sum professional fee inclusive of all expenses.

• Subcontracted
• Senior partner attendance required in review meetings.
• Work begins immediately after appointment.
• Poor performance may lead to:
• Contract termination
• Blacklisting
• Forfeiture of dues/guarantee
• Work delay attracts penalties.
