1.NATURE OF WORK

The work is for hiring an STQC-empanelled agency to conduct a complete audit and certification process for NAFED’s eAuction portal and mobile application.

Activities include:

• Functional testing
• Web & mobile security testing (WAPT)
• Vulnerability Assessment (VA)
• Penetration Testing (PT)
• Performance testing
• Compliance checks (GFR/CVC/IT Act where applicable)
• External integration verification:
• Payment gateway
• GST
• PAN
• KYC
• APIs
• End-to-end coordination with STQC until certification is obtained

Deliverables:

• Security Test Report
• VA Report
• Performance Report
• PT Report
• SLA Audit Report
• Data Quality Audit Report
• Final STQC Certificate

2.ELIGIBILITY CRITERIA

The bidder must satisfy all of the following:

1. Valid STQC empanelment with continuous empanelment for last 6 years
2. Must be registered in India as:
• Company
• LLP
• Partnership Firm
3. Must have completed at least:
• 2 STQC audit certification projects
• Specifically for e-Procurement System (EPS) portals
• During FY 2023–24 to FY 2025–26
4. Must not be blacklisted/debarred
5. Must submit ToR acceptance undertaking
6. Must provide ITR copies for FY:
• 2022–23
• 2023–24
• 2024–25

3.FIRM REQUIREMENT

• STQC empanelment certificate
• Previous empanelment certificates proving continuity
• GST registration
• Certificate of incorporation/registration
• Work orders + completion certificates
• Self-declaration for blacklisting
• Signed ToR acceptance
• Last 3 years ITR
• Firm details:

• Years in business
• STQC validity details

4.ADVANCE REQUIREMENT

No mobilization advance/payment advance is mentioned.

Instead:

• Bidder must submit Performance Bank Guarantee (PBG)
• PBG amount = 10% of total contract value including taxes
• To be submitted within 21 working days from Work Order

• Project plan: within 15 days
• Testing completion: within 8 months
• STQC certificate: within 9 months (subject to STQC timelines)

Proposal validity:

• 90 days from bid submission date

Bid submission deadline:

• 29 May 2026, 5:00 PM

Termination:

• NAFED can terminate with 30 days' notice
• Immediate termination possible for:
• breach
• fraud
• non-performance
• insolvency

Penalty:

• Project plan delay:
• 1% of contract value/week
• Max 10%
• Testing delay:
• 5% per month
• Max 10%
• STQC certification delay:
• 5% per month
• Max 20%
