Nature of Work
Appointment of Concurrent Auditors for SIDBI Head Office Verticals (Lucknow Region-1). The work includes conducting concurrent audits for:

  • Administration Vertical (staff payments)
  • Corporate Accounts & Payment Vertical
  • Premises Vertical
    Audit responsibilities include daily transaction checks, compliance verification, internal control assessment, tax verification, risk monitoring, reporting of irregularities, and recommendations for operational improvements.

Eligibility Criteria

  • Minimum average annual turnover: ₹200 lakh (last 3 years)
  • Minimum experience: 7 years in similar services
  • Experience should be with Central/State Government organizations or PSUs
  • Similar work requirement:
    • Three projects ≥40% of estimated value, OR
    • Two projects ≥50%, OR
    • One project ≥80% of estimated value
  • Technical score qualifying marks: 60/100
  • QCBS evaluation: Technical 70%, Financial 30%

Firm Requirement

  • Professional CA Firm / LLP / Cost Accountant Firm
  • Must possess in-house capabilities
  • Consortium/sub-contracting not allowed
  • Cooling period restriction: firms currently serving or recently engaged in the same audit role are ineligible
  • Required deployment:
    • Administration Vertical: 1 CA + 1 assistant
    • Corporate Accounts Vertical: 1 CA + 2 assistants (with TDS/GST/ISD expertise)
    • Premises Vertical: 1 CA + 1 assistant

Advance Requirement

  • EMD: Not required
  • ePBG: Not required
  • Pre-contract Integrity Pact mandatory
  • Bid Security Declaration required

Contract Details

  • Contract period: 3 years + 1 day
  • Buyer may increase/decrease contract duration by up to 25%
  • Bid validity: 120 days from bid closing date

  • Estimated bid value: ₹50,00,000
  • Payment terms: Payment within 30 days after Service Delivery Acceptance Certificate (SDAC) and bill submission
  • Financial document with price breakup required
  • Evaluation method: Total value-wise QCBS (70:30)
