Nature of Work

Appointment of an Audit Firm to conduct Internal Audit at Kamarajar Port Limited for FY 2026–27 and FY 2027–28.

Main work includes:

  • Monthly, quarterly, and annual internal audit reporting.
  • Audit of revenue streams, accounting systems, taxation, contracts, CAPEX projects, payroll, compliance, IFC testing, and financial controls.
  • Verification of invoices, statutory compliance, GST/TDS, investments, fixed assets, BOT operator revenue sharing, etc.
  • Internal Financial Control (IFC) testing and reporting.

Eligibility Criteria

Essential requirements:

  1. Partnership audit firm with:
    • Minimum 5 partners
    • Registered with ICAI/ICMA
    • Continuous existence ≥10 years as of 31.03.2026
  2. Must be currently empaneled with C&AG.
  3. Principal office/Headquarters must be in Chennai.
  4. Firm should not be blacklisted/debarred.
  5. Firm should have no association with BOT operators.
  6. Average annual turnover during last 3 years ≥ ₹75 lakh.
  7. No conflict of interest:
    • Must not have served as KPL's Statutory Auditor/Tax Advisor/Internal Auditor/Special Auditor during FY 2023–24 to FY 2025–26.
  8. PAN and GST registration mandatory.

Firm Requirement

Audit team requirement:

  • One fully qualified CA/CMA
  • Two qualified audit assistants
  • Team must have:
    • SAP competency
    • Advanced Excel skills
    • Experience in contract management and PPP/BOT projects
  • Local office in Chennai required with single point of contact details.

Advance Requirement

  • No advance payment mentioned.
  • Payments are quarterly after submission of required monthly and quarterly reports.

Selected bidder should also maintain a local office in Chennai.

Contract Details

  • Contract period: 2 years
    • 01.04.2026 to 31.03.2028
  • Extension:
    • Can be extended by 1 additional year on same terms and proportionate price with mutual consent.
  • Termination:
    • KPL may terminate with one month's notice if performance is unsatisfactory.
  • Consortiums/sub-contracting not allowed.
