Party Independent Techno- Financial Audit
NATURE OF WORK
Work Type: The work involves providing Third Party Independent
Techno-Financial Audit services for ongoing flood mitigation structures and
sub-surface drainage projects under the Punjab Water Resources Department. The
selected agency will independently assess the quality of construction work,
verify financial utilization of project funds, and review procurement
procedures to ensure transparency and compliance with approved standards.
ELIGIBILITY CRITERIA
Eligibility: The bidding process is open to established and reputed
agencies that meet the Government of Punjab requirements for empanelment of
Special Third Party Independent Techno-Financial Audit firms. The bidder can be
an individual, proprietorship concern, partnership firm, limited company, or
corporation; however, consortiums and joint ventures are not permitted to
participate.
FIRM REQUIREMENT
Requirement: The participating firm must possess qualified professionals
and adequate technical capability to execute the assignment. The firm should
appoint a Team Leader having M.Tech (Civil) with 15 years of experience, a
Finance Expert possessing MBA (Finance)/ICWA/CA qualifications with 5 years of
experience, and a Legal/Procurement Expert with BA LLB and relevant procurement
or legal experience. The firm must also provide organizational details,
previous similar work experience, audited financial records, PAN, GST
registration, EPF registration, and necessary affidavits.
ADVANCE REQUIREMENT
Advance Provision: The tender document does not specify any provision
related to mobilization advance or advance payment. Therefore, no advance
payment requirement has been mentioned.
LOCATION REQUIREMENT
Location: The audit work relates to projects located in Punjab,
specifically in Ferozepur and Fazilka districts. The project sites include
Village Dona Mattar, Village Gandu Kilcha, and Abohar-1 (Dhani Chirag).
CONTRACT DETAILS
Contract Terms: The work is required to be completed by 30 June 2026.
The submitted bid shall remain valid for 120 days from the bid submission date.
The successful bidder will be required to furnish a performance security equal
to 5% of the contract value and execute the agreement within 28 days from the
issue of the award notification.
FINANCIAL DETAILS
Financial Information: The estimated value of the work is ₹13.27 lakh.
The bidder must submit an Earnest Money Deposit (EMD) of ₹26,540 and pay a
tender document fee of ₹500. GST shall be applicable separately as per
prevailing rules
