Expression Of Interest For Empanelment Of Auditors
NATURE OF WORK
Carry out audit of Digital Addressable Systems (DAS) of Distribution Platform
Operators (DPOs), conduct audits as per TRAI regulations and Audit Manual, and
submit audit reports with auditor certificates to service providers. Audit fees
will be paid by service providers, not TRAI.
ELIGIBILITY CRITERIA
- Company/LLP/Partnership/ICAI-registered proprietorship audit firm
- Minimum average annual turnover of ₹50 lakh in the last two
financial years
- Minimum 1 year relevant experience in DAS audit or
billing/metering/payment system audit
- No blacklisting or criminal misconduct history
- Must be independent from broadcasters/service providers
FIRM REQUIREMENT
- Minimum 3 full-time professionals
- At least one CA/CS/Cost Accountant
- Professionals should have technical audit expertise and knowledge
of DAS systems, SMS/CAS, and broadcasting operations
ADVANCE REQUIREMENT
- Non-refundable processing fee: ₹5,000 (Demand Draft)
- Performance Bank Guarantee required after empanelment:
- Category A – ₹5 lakh
- Category B – ₹3 lakh
- Category C – ₹2 lakh
LOCATION REQUIREMENT
- Empanelment is on an All-India basis
- Proposal submission at TRAI office, New Delhi
- Branch offices in major cities provide additional evaluation points
CONTRACT DETAILS
- Empanelment validity: 2 years
- Extension may be granted based on performance review
- Subcontracting of audit work is not allowed
FINANCIAL DETAILS
- Minimum turnover requirement: ₹50 lakh
- Financial penalty up to ₹1 lakh per audit for non-compliance
- PBG may be forfeited in case of serious violations
