1. Nature of Work

Project: Appointment of Internal Audit Firm for City Gas Distribution (CGD) project of Central U.P. Gas Ltd.

Work scope:

• Conduct Internal Audit for CUGL's CGD operations
• Audit business, financial, operational and compliance processes
• Cover activities of City Gas Distribution in Kanpur, Bareilly and Jhansi
• Contract period: FY 2026–27
• Contract may be extended up to 6 months at same terms subject to satisfactory performance.

2. Eligibility Criteria (BEC)

Technical Eligibility

Firm must:

• Be a registered Chartered Accountant firm
• Have average annual turnover ≥ ₹10 Crore during last 3 financial years
• Have minimum 5 full-time partners
• Each partner should possess more than 10 years post-qualification experience
• Have conducted minimum 4 internal audits of CGD companies in last 10 financial years
• Have experience auditing:
• PSUs, OR
• Joint ventures promoted by PSUs

Financial Eligibility

Net Worth

• Positive net worth (latest audited statement)

Working Capital

• Minimum ₹10 lakh
• If insufficient → submit bank line-of-credit letter from a bank with net worth ≥ ₹100 crore.

3. Firm Requirement

Required firm profile:

• Registered CA firm
• 5+ full-time partners
• Experienced in CGD sector audits
• PSU audit experience
• Valid GST registration
• PAN
• MCA status
• No holiday/blacklist status from CUGL/Govt./PSUs
• Not under liquidation proceedings
