Tender for Appointment of Accounting & Assurance Service Provider for National Textile Corporation Limited (Southern Region)

1. Nature of Work

The selected firm must provide Accounting & Assurance Services for the Southern Regional Office, mills, and retail divisions of NTC. Major responsibilities include:

• Accounting, vouching, and Tally entries.
• Verification of receipts and payments.
• Bank reconciliation and fund-flow monitoring.
• GST, Income Tax, PF, and ESI compliance support.
• Assistance in annual accounts finalization as per IND AS.
• Audit support (Statutory, CAG, Internal, Tax Audits).
• Inter-unit reconciliations.
• Salary and wage verification.
• Preparation of financial reports and responses to government/audit queries.
• Deployment of qualified personnel at designated locations.

2. Eligibility Criteria

The bidder should:

• Be a Chartered Accountant Firm, Cost & Management Accountant Firm, LLP, or Accounting & Assurance Service Provider.
• Have more than 10 years of experience in Accounting & Assurance Services.
• Have experience in:
• Central Government PSU / State Government PSU / Government Department / Banks.
• Manufacturing companies.
• Provide qualified manpower with:
• CA or CMA qualification.
• Minimum 10 years post-qualification experience.
• Proficiency in Tally.
• Submit proof of relevant experience and completed assignments.

3. Firm Requirement

The firm must:

• Be an LLP, Partnership Firm, or Company (Proprietorship firms are not eligible).
• Have adequate qualified staff and infrastructure.
• Have offices/branch offices/network offices to support all required locations.
• Not have any past or present association, engagement, or affiliation with NTC.
• Not be blacklisted.
• Submit registration, GST, PAN, employee details, organization chart, integrity pact, and other supporting documents.

4. Advance Requirement (EMD / Security Deposit)

• EMD Amount: ₹50,000.
• Can be submitted through Demand Draft or RTGS/NEFT.
• Beneficiary: National Textile Corporation Limited.
• EMD of successful bidder will be retained until completion of the contract.
• EMD may be forfeited for withdrawal, refusal to accept the assignment, or violation of tender conditions.

5. Location Requirement

• Service provider must have an office in the State of the Consignee and provide documentary proof.
• Tender document specifically states that the registered office of the bidder must be located in Coimbatore.
• Manpower must be available across NTC Southern Region locations including:
• Tamil Nadu
• Kerala
• Karnataka
• Andhra Pradesh
• Telangana
• Puducherry
• At least one qualified personnel must be deployed at each assigned location.
