University Of Jammu, J&K inviting for Chartered Accountant Firm for Accounting, Audit Support, GST and Income Tax Compliance Services

 1. Nature of Work

Engagement of a Chartered Accountant (CA) Firm for:

• Streamlining University accounting systems.
• Preparation of Balance Sheets, Income & Expenditure Accounts, and Receipts & Payments Accounts.
• Consolidation and reconciliation of University accounts and funds.
• Handling Income Tax compliances (ITR filing, TDS returns, Form 15CA/15CB, assessments, etc.).
• Handling GST compliances (GSTR-1, GSTR-3B, GSTR-7, GSTR-9 & 9C, assessments, etc.).
• Preparation of fixed asset registers and utilization certificates.
• Review and improvement of accounting manuals and procedures.

2. Eligibility Criteria

The bidding firm must:

1. Be empanelled with C&AG, RBI, and ICAI.
2. Have at least 5 years of professional experience.
3. Have experience in preparation of accounts of Government institutions, Universities, Autonomous Bodies, or PSUs.
4. Possess valid PAN and GST registration.
5. Not be blacklisted by any Government organization.
6. Have at least 3 full-time Fellow Chartered Accountants (FCAs)/Partners.
7. Have an office in Jammu with at least 2 FCA partners stationed in Jammu.

3. Firm Requirement

• Minimum average annual turnover: ₹50 Lakhs during the last three financial years.
• Minimum 5 years' experience in similar services.
• At least 3 full-time FCA partners.
• Office in Jammu with 2 FCA partners stationed locally.
• Experience with Government/University/PSU accounting assignments.
• Empanelment with C&AG, RBI, and ICAI.

4. Advance Requirement

• EMD (Earnest Money Deposit): Not Required.
• Performance Security (ePBG): 5% of contract value.
• ePBG validity: 15 months.

5. Location Requirement

• The firm must have an office in Jammu.
• At least 2 FCA partners must be stationed in Jammu.
• Jurisdiction for disputes: Jammu.
