Women And Child Development Department,"inviting for Statutory Audit, Financial Statement Verification and Utilization Certificate Certification under Mission Vatsalya Scheme for FY 2025-26"

 1. Nature of Work

The CA Firm/Audit Firm is required to:

• Conduct statutory audit of the State Child Protection Society, all District Child Protection Societies, and all Government Child Care Institutions for FY 2025-26.
• Prepare/verify Balance Sheet, Income & Expenditure Account, Receipt & Payment Account, Bank Reconciliation Statements, and Utilization Certificates.
• Prepare/verify Utilization Certificates and Expenditure Statements to be submitted to the Government of India.
• Verify utilization of grants provided to non-government child care institutions under Mission Vatsalya.
• Discuss audit observations with concerned officers and submit final statutory audit reports.
• Prepare replies to observations raised by the Accountant General (AG), Chhattisgarh.
• Present the audit report before the Executive Committee/General Body of the State Child Protection Society.

2. Eligibility Criteria

The bidder must:

1. Be registered with the Institute of Chartered Accountants of India (ICAI).
2. Possess a valid COP (Certificate of Practice) and Membership Number.
3. Have a minimum of 5 years of experience.
4. Have valid GST and PAN registration.
5. Experience in Government/Semi-Government organizations is desirable.
6. Submit a declaration that the firm is not blacklisted.
7. Provide all documents prescribed by the State Government.

3. Firm Requirement

As per the bid document:

• Minimum 5 years of experience in internal/external audit of companies, PSUs, or centrally funded institutions.
• At least 2 full-time partners/experienced qualified professionals at senior level.
• Minimum 4 full-time CAs/professional audit staff.
• Office of the service provider must be located within the State of Chhattisgarh, with documentary proof.
• Firm should be an Audit Firm/CA Firm registered with ICAI.
