Delhi University, Hiring of Chartered Accountant Firm for Financial Advisory & Compliance Services

1. Nature of Work

Hiring professional services of a Chartered Accountant (CA) Firm for the College of Vocational Studies, University of Delhi. The scope includes:

• Preparation and finalization of financial statements and balance sheet.
• Filing of Income Tax Returns.
• Monthly GST return filing.
• Monthly TDS return filing.
• Preparation of Utilization Certificates.
• Generation of Form 130 (formerly Form 16) and Form 131 (formerly Form 16A).
• Bank reconciliation and settlement of funds.
• Handling Income Tax notices, appeals, and ITAT matters.
• Replying to CAG and Internal Audit observations.
• Other accounting and financial compliance services as required.

2. Eligibility Criteria

The CA Firm must:

• Be registered with ICAI.
• Have a minimum of 4 years' experience in preparation/finalization of accounts of public-funded educational institutions.
• Have at least 3 FCA partners, each with a minimum of 5 years post-qualification experience.
• Be empanelled with CAG of India.
• Have an average annual turnover of at least ₹18 lakh during the last 3 financial years.
• Submit ITRs for the last 3 assessment years.
• Submit firm profile in prescribed format.
• Have an office in Delhi.
• Submit all supporting certificates/documents.

3. Firm Requirement

• ICAI-registered Chartered Accountant Firm.
• Empanelled with CAG.
• Minimum 3 FCA partners.
• Delhi office mandatory.
• Average annual turnover ≥ ₹18 lakh.
• Experience in public-funded educational institutions.

4. Advance Requirement

The tender does not specify any advance payment. Payment will be made annually after completion/submission of annual accounts.
