1. Nature of Work

• Financial Audit Services (CA Firm).
• Statutory Audit of Financial Statements.
• Verification and certification of Utilization Certificates (UCs).
• Certification of Balance Sheet, Income & Expenditure Account, and Receipt & Payment Account.
• Audit of books of accounts and issuance of audit reports.
• Verification of vouchers, bills, bank statements, sanction orders, and supporting documents.
• Reconciliation of grants, expenditures, balances, liabilities, and advances.
• Preparation and finalization of annexures and statements.
• Scheme-wise and grant-wise review.
• Coordination with Ministry/Department for query resolution.
• Post-audit assistance and compliance support.

2. Eligibility Criteria

1. Minimum Average Annual Turnover: ₹3 Lakhs (last 3 financial years).
2. Minimum Experience: 5 years in similar services.
3. Experience should be with Central Government/State Government Organisations/PSUs.
4. Similar Work Criteria:
• Three similar completed services of at least 40% of estimated value each (₹1.60 lakh each); OR
• Two similar completed services of at least 50% of estimated value each (₹2.00 lakh each); OR
• One similar completed service of at least 80% of estimated value (₹3.20 lakh).

3. Firm Requirement

1. Firm existence as per ICAI certificate: Minimum 10 years.
2. Experience in internal/external audit of companies, PSUs, and centrally funded institutions: Minimum 5 years.
3. Partners/qualified professionals with DISA/CISA qualification: Minimum 2.
4. Full-time Chartered Accountants: Minimum 2.
5. Professional audit staff: Minimum 5.
6. Experience in audit of Central Sponsored Schemes such as National AYUSH Mission.

• Issue of Service Delivery Acceptance Certificate (SDAC); and
